یکی از چالشهای جدی فراروی مدیران در بخش دولتی، کمکاری کارکنان سازمانهاست. کمکاری بهعنوان یکی از مظاهر رفتارهای انحرافی در سازمانها، پسآیندهای مخربی برای عملکرد مدیریتی در پی خواهد داشت. هدف پژوهش حاضر واکاوی پیشآیندهای کمکاری میان کارکنان سازمانهای دولتی است. پژوهش، صبغۀ ترکیبی دارد. در مرحلۀ اول با توسل به پژوهش کیفی، استفاده از مصاحبههای اکتشافی و راهبرد پژوهشی نظریۀ دادهبنیاد، همچنین بررسی دانش موجود، پیشآیندهای کمکاری در بخش دولتی احصا و در مرحلۀ دوم با توسل به پژوهش کمی، عددگذاری بهجای مقیاسهای طیف لیکرت و میانگینگیری، تلاش شده است، عوامل احصایی بر حسب میزان اهمیت، رتبهبندی شوند. نتایج حاکی از آن است که از بین 33 عامل احصاشده، فرهنگ زیرکاردرروی حاکم بر جامعه، بیکفایتی مدیران، بیتعهدی کارکنان، چندشغلهبودن کارکنان، نظارت ضعیف، جبران بیعدالتیها، روابط شخصی با مدیران و حقوق و مزایای ناکافی با میانگین بالای 4 بهترتیب جزء مهمترین عوامل و تقابل سیاسی کارکنان با مدیران با میانگین زیر 3/3 رتبۀ سیوسوم را دارد.
Employee soldiering is one of the most important challenges for managers in the public sector organizations. Soldiering, as a symbols of deviant behaviors in the organizations, will cause many destructive consequences for the managerial performance. This study aimed to investigate the antecedents of soldiering among employees in the public sector organizations throgh a mix method approach. In the first step, soldiering antecedents extracted in the public sector by using qualitative research, exploratory interviews, grounded theory research strategy, and studing existing knowledge. In the second step, the extracted factores were ranked according to their importance by quantitative research, Likert scale and averaging. The results show that among Thirty-Third factors extracted, the soldiering culture dominant in the society, managers incompetence, lack of employees’ commitment, multi-job staff, poor supervision, compensating injustices, personal relationship with managers and insufficient compensation are the most important factors with the average above 4, and political contrast between employees and managers is ranked as the thirty-third with the average below 3.3.
